I remember hearing of some open source version of Cocoa--not by Apple of
course but something where a group was trying to implement Cocoa in an open
source way. Anyone want to refresh my memory? URL?

I presume you're talking about GnuStep <http://www.gnustep.org/> (as opposed to Darwin).
