This subject came up on the tools mailing lists a couple of weeks ago
and was only recently brought to my attention as being brought up on
cocoa-dev.
Project Builder is not directly installable on Panther, nor is it a
supported configuration. The Xcode install image does not include
Project Builder in any form. The only way you should have Project
Builder resident on a Panther system is to install Jaguar, install the
December 2002 release and the August gcc Updater, then upgrade the
system to Panther and install Xcode. In that configuration, you will
have both Xcode and Project Builder co-resident on your Panther system.
There are no guarantees that Project Builder will do everything
correctly as underlying frameworks and other components have changed
against which Project Builder has not been tested. Needless to say, if
it works for the specific things that you are doing, it works. Knowing
that it works correctly is not always easy, however. You will not
obtain the advantages of code completion, better debugging, build
speed, etc, that Xcode provides, and Project Builder has no built-in
support for gcc 3.3.
My recommendation is to use Project Builder on Jaguar systems and to
use Xcode on Panther systems. Xcode as it stands today is a v1.0
release, but it is being developed at a very aggressive pace to fulfill
your development needs. Project Builder is no longer in active
development and will not be moved forward for Panther utilization.

list closely.
