Thanks - I'm not sure I would have stumbled into the link to NumLock. (It was happening on both of my machines, and across user logins which was the weird part, but I could swear it wasn't always broken. Turns our I had recently used the calculator on both machines and clear is also NumLock.)

It seems that in addition to not cycling the keyboard focus, it inserts 0x0019 into the current edit field.
