getting/setting window properties system-wide?

Is there a public (or private) API for getting (and setting, where
appropriate) window properties on a global, system-wide basis, such as
you can see in the Quartz Debug application window list?
Clearly, there's *some* API, since Quartz Debug is displaying the info
itself, though I realize it may be a big hack that Apple doesn't want
to expose.
Any ideas?
