If I understand your question correctly, then the answer is no. The Finder can only support a limited number of format for the preview (this reminds me I need to file a bug report for AIFF preview in the Info window).

The best solution would be for the Finder to support a Plug-in API for this preview thing as it is done on Windows.

Not at all certain about this, but isn't it likely that QuickTime is being used to display the previews? If so, doesn't it follow that writing and installing a codec for your custom file format would allow Finder to display your previews?
