The "while it is running" is the part I was not understanding. And you are correct. Once a bundle has figured out where it is at runtime, it does not expect to be moved.

Can you be more specific about what does not work for you?

Open ANY Application like Safari. While the app is open you cannot change its name in the Finder.

I don't think I can make it any more clear than that. This wasn't a problem in System 9 and earlier.
