Getting Processor Usage

So I am writing a small program that needs to get the processor/process
usage, much like CPU Meter or top under Unix. Failing to find the source for
top, I know it is out there, I just cannot find it, I was wondering if some
one could point me in the right direction on what call/framework to use to
get this info. I know this is duplicating what is already available, but I
need to know.

I found getrusage, but I am not sure if this is going to give me what I
want... Still digesting the man page..
