Ahh, Cocoa calls Carbon. So I'll not bother with Cocoa here and use PopUpMenuSelect.
..
OK I've got this mostly working, except that I need to give PopUpMenuSelect Carbon screen coordinates and Cocoa gives me the flip from that. Is there a standard way to convert between them (that works with multiple monitors)?

The popup button cell calls PopUpMenuSelect (which incidentally lets you set the initial item.)
