Hi,
I took a look at the user preference file:
com.apple.internetconfig.plist
and I saw there is a key "WWWHomePage" containing as value the web home page
you fill in the SystemPreference:Internet:Web:Home Page field.

I didn't find anything about the Default Browser, but maybe the solution is
around there.
