Stacked modal dialogs

Modal dialog is up, calls something that brings up another modal dialog like an alert. If the user clicks on the first modal dialog, it comes to the front, hiding the second, but the second modal dialog is still active and the program appears to have locked up.

Is there any way to make sure that modal dialogs stay in their proper order? I tried setting the window level, but it didn't seem to stick.
