Unfortunately, it is very easy to understand. If the information handed out at WWDC was freely available, there would be little reason to shell out the time and expense of going. I'm sure Apple has every intention of maintaining the ADC/WWDC revenue stream.

That being said, consider the costs of developing on Windows. Visual Studio is a thousand dollar application, and their professional developer's conference is two thousand dollars. Arguments about tool quality aside, I would rather have a free development environment, and wait for an OS release to get information on the APIs. Of course, that is assuming that xCode will be free...
