Ordering windows in mixed Carbon/Cocoa app

I have a Carbon application and a Cocoa plug-in. Both the application
and plug-in create palettes. The problem is the plug-in palette does
not work like a normal floating window.- When click on an application
palette, it can't be brought to the front most, it still behind the
plug-in palette.- When click on the application document window, the
plug-in palette appears inactive, though, it still in the front.- When
click on the plug-in palette, the application window becomes inactive.

Any idea?
