I would vote yes to that very enthusiastically.
SGI sort of has this, in that the FlexLM runtime is a default part of
the IRIX operating system. Makes licensing software (both for vendors
and customers) very simple, but the downside is that you, the software
vendor, have to do business with Globetrotter. That's not inherently a
bad thing, but it's a pain in the rear, particularly if you're a
hobbyist like me. It also kind of puts a lower bound on the price you
can charge for software licenses, which I prefer not to do.
If Apple included a reasonably secure and tamper-proof software
licensing framework as part of the OS, I'd be very pleased.
