It isn't just Cocoa's implementation that is incompatible. CorelDraw 10 exports TIFFs with transparency that Photoshop ignores as well.

Try a different bitmap format like gif or png. Do saved tiffs from a Cocoa app load OK in Photoshop ?

No, they don't :-(. I had this problem the other day with an image I exported from Preview; TIFFs seem to lose transparency when loaded by Photoshop. PNG worked fine, so I used that instead.
