I'd guess at least some of the following:

1. The number of bug reports submitted on a particular issue is used to judge how commonplace it is (i.e. how much is the fix needed)
2. Apple believes that it's engineers time is better spent fixing bugs than filing them or writing test cases
3. It may be helpful to know specific circumstances in which the bug is occuring (i.e. there could be an alternate technique to use)
