What you do is this...

1. Open your project in PB
2. Select the file or bundle to be localized
3. Open the Info panel (choose "Show Info" from the contextual menu, or the Project menu, or Cmd-I)
4. You should see a "localization & platforms" pull-down menu in this panel; choose "add localized variant..." if the file is already available in localized form (i.e. it shows up in the project with a grey arrow next to it); if it isn't yet, then choose "make localized" first
5. Type either the name of the language, or the ISO code for the language, so "German" or "de" would work
