NSWindow comes up as a tiny little window

I'm writing a DirectToJavaClientApp and when it launches, either directly or via JavaWebStart, the main window comes up as a tiny little window and it can neither be maximized or grown.

While looking at the .nib in InterfaceBuilder the Window size attributes look fine and the Test Interface view looks good also.

Where can I goto to understand how to trouble-shoot this stuff?
