I can't really answer this directly, but you'll want to check out the
following links:

http://id3lib.sourceforge.net/
ID3 is what these tags are called for MP3 files. ID3lib is a C library
to read and modify them - but be aware, as I understand this is still
under development. I don't know about AAC files.
Older audio file standards, such as Wave and AIFF don't support tags
like this as far as I know... somebody correct me if that's wrong...
