Help with Mail.app plugin/bundles

I know that Apple has not provided any documentation on the internal API used for the plugins/bundles....

Is there nothing out there that gives a brief set of guidelines?

Was this documented in NextSTEP? Is it similar?

I want such a minor enhancement, but am struggling with a way to provide it. Our users are so used to Eudora under MacOS9 where it always popped up a dialog box when you checked mail, whether you had mail or not. I would like Mail.app to do the same thing, so after a mail check (manual only?) it would display a dialog one way or the other.

Thanks for any pointers at all, but I know this unmapped ground.
