You have several pre-exiosting wheel designs to choose from, so only reinvent this if you're doing it for education or have some unusual requirement.

TCL, Tool Command Language, was invented so programs needing small command lines or small command line scripting could use it off the shelf. It has C and Java implementations, and extends very easily. OS X has tclsh included, though not wish.
