Is the interface for writing those publicly available? I've got a
couple of tools that I use that fit this model, but since I couldn't
find the documentation for those plug ins, I wrote them standalone, and
add the results to a project manually.

Umm... We *do* have plug-ins. We call them bundles. The PB project
template for a screen saver or a preference pane are two examples.
