I found my old 15" PB G3 a little cramped - I was used to using two 17"
CRT monitors - but usable.
The compiler can, of course, produce altivec-enhanced code, but it
doesn't use such code itself. It is quite RAM-hungry, however, so if
you're facing a choice of either a G4 PB with minimal RAM, or a G3 iBook
with enough funds left for a RAM expansion, I'd say you should go with
the iBook.
I got decent - not blazing fast, but decent - results from an old G3-500
PB. It had 768MB, so it rarely had to swap - that's even more important
to consider when using a notebook, because most notebook hard drives are
slower than their desktop counterparts, and spin down more often, to
conserve battery life. Being able to fit everything in RAM can work
wonders for both your build times and battery life.
