As far as I see, it works as a fully functional web browser. It does forms and Flash, at least, so I suppose Plug-ins work. I haven't tried any Java-heavy sites or anything, but I'd surprised if they'd left that out. It's just that since a WebView only implements the actual content area of the browser, it's left to you to hook it up to your back/next buttons, your window etc.

It even automatically does a cache and keeps a history, which you can of course turn off.
