JNLP file to launch Java Web Start

I am having a problem with the WebObjects generated JNLP file not point to
the correct directory. I have built my application in both the Development
and Deployment Style but neither works. I changed the binding to the
codebase attribute in the JavaClient.wo to http://devcms.whatever.com/Java
<http://devcms.whatever.com/Java> however the generated JNLP always points
to http://devcms.whatever.com/WebObjects/Java
<http://devcms.whatever.com/WebObjects/Java> ? My client target is a
Windows platform.
