path encoding on the file systems?

hi-

What is the encoding for paths on the file system?

is it always utf-8 on HFS+, UFS, and all internationalized versions of the OS install?

If I do a fopen(path, mode)

can path be encoded in utf-8 and always get to a file?

does the underlying dirent structure have utf-8 encoded paths (d_name)?
