Where have all the typesetters gone?

I'm not sure if this is an issue with only the latest development
tools, but
#import <Cocoa/Cocoa.h>
doesn't seem to be pulling in NSTypesetter and friends.
#import <AppKit/NSTypesetter.h>
does the trick. Is this an oversight in the Cocoa header, or am I
confused, and it is not expected to pull in everything?
