Carbon notifications in Cocoa

Hi
I'm looking at using FNSubscribe in one of my apps and it appears to
send the notification correctly but only when the app is the active app
(has first responder) otherwise the notification does not get sent
until the app has first responder again. What determines when Carbon
notifications get sent? I would like to receive these all the time and
not just when my app get first responder.
