perl folder in /system/library/

/system/libarary/perl

does that's existence mean that perl is useable from cocoa already, without any extra installations? if so, can anyone point me towards any documentation about doing so? if not, what is that folder's purpose? (it would be there even if i hadn't installed devtools right? - just checking).
