Are you by any chance using one of those utilities that makes all Cocoa programs use the textured (brushed metal) look?
There is a bug somewhere in IB that causes the symptom you describe if IB itself is using a textured interface.

I'm using Metallifizer. I had to add Interface Builder to the Exclude List to get drag-and-drop from palette to work again.
