The general solution to your request is to learn about parsers, scanners, BNF, lex, yacc, flex, bison, and language theory. There are many available samples for parsing arithmetic expressions not to mention parsers for the whole C language and others. This is probably the best defined most formally researched most mature aspect of computer science.
