Is this new behaviou for 10.3?
Because on 10.2.6 [client], I've got Retrospect set up to do backups on a
regular basis and fairly often it'll launch when I reboot and my Mac is
sitting at the login window enter name/password dialog. The login dialog
may be frontmost, but I can't interact with it until I make Retrospect quit
[which sometimes gets interesting because it sometimes puts up a dialog
right behind the login window dialog].
