Check for updates

I'm trying to figure out how to tell if a site has been updated, I have already tried many ways and they have failed, maybe one of you smart people will have a solution.

I tried downloading the HTML and comparing it later, this didn't work because most sites use PHP now and the HTML is different each time.

I looked into lastModified stuff but it seems that it only works on a few sites and only HTML pages?

So does anyone know how I can figure out if a site has been updated?
