Searching for Frameworks

Is it possible to search in multiple locations for a custom framework? It seems like frameworks can be saved in different locations (~/Library/Frameworks/ or /Library/Frameworks/). If a framework is included, will it search either path, or will it refer to the one that was included with the project? This would assume that the user would have the custom framework on their machine, but they might have installed it into one directory or the other.
