If I correctly recall the lore, the "NS" stands for "NextStep"; it's a
holdover from Next, the company Apple acquired in the late '90s.
As for the best way for learning Cocoa, there are a variety of books
available (search Amazon.com for "cocoa mac") as well as many online
resources, though the "best" way tends to vary for each individual (everyone
learns "best" in their own way, whether taking a class, hands-on, seeing
examples, etc...).
