I just upgraded yesterday, and remember commenting to my colleague
"Look, now there's a BSD SDK..." as the installer reported installing
it. So I know it's there. However, 'man floor' returns nothing.
Is it a MANPATH problem?

Did you install the BSD SDK? IIRC, that's the package with the manuals.
