getting the system's time format

How do I determine whether the computer running my program uses a 12 or 24 hour clock format? I want to check this and then remove or add a pair of radio buttons designating AM and PM from my user interface depending on the system time format.

Thanks for pointing me in the right direction. I've tried scanning the documentation, but don't know where to start to look. (My copy of Help Viewer application crashes on search which makes it hard to do lookups!)
