I assume you mean preference pane as in "System Preferences plugin"?

An application will only allow localisation into whatever locales are available in the main bundle.

If I remember rightly, 'System Preferences.app' is not localised into Catalan? In which case it will not "recognise" other localisations loaded later, even if they better suit the user's preferences.
