My guess would be that this allows the processor to throttle down when you are not actively using it. This technology is similar to what Intel calls "Speed Step", and has been a part of the PPC family for a long time. Usually this is defaulted to on when you are using a Powerbook.
This does cause a little bit of a slowdown when you suddenly start doing something intense after a period of inactivity, but the ramp-up is less than a second, so you probably won't notice it in most cases.
This could nicely explain the heat drop, especially if you have a DP machine, as the second processor could almost shut down most of the time, but be available for wake-up at a moment's notice.
