Safari must have handled this to be able to use Carbon plugins. Is there
documentation on how to do stuff like this?

There's a sample document (tech note or something like that) about mixing Cocoa and Carbon code on Apple's web site. IIRC it contains some info on the pitfalls of mixing Cocoa and Carbon windows.
