Command Key physical key down

Can someone point me to a lead on how to get the actual key press
for the command and other modifier keys ? (As opposed to determining
whether they are up or down when another key is pressed.)

As to the inevitable "Why would you want to do this ?":

The various Adobe products use this to temporarily make a
different tool active - in Illustrator, for example, pushing the
command key makes the hand tool active until the key is released restoring
the original tool. I've been asked by one of my users if I can do the same.

Since they do it it must be posible down there in Carbon or some other dungeon.
