Special Characters printed to the console

ok... This is a actually a 2 part question.
1 ) how do I write special characters to the console in programs which interact with command line tools.
2) how do i find the ascii value for the command I need to send which is in fact command-. (command period)
I would assume that if I knew the the ascii value I could just write that character to the console.
