Does cross-development in Xcode work ?

Hi,

I choose in my project preferences the target SDK 'MacOSX10.2.7' for cross-development, but my app don't run under 10.2.8 Jaguar !?
Under 10.3 Panther it runs without any problems ! Someone have experiences in this ? Or works this feature in final Panther only ?
