AFAIK, you can't. He's probably registered a creator code or something.

It wouldn't make sense Apple registering extensions, because a lot of extensions come from other platforms (e.g. Windows) anyway, and a lot of Windows programmers have a bizarre fixation with only using three characters (despite being able to use more), so there are plenty of duplicates already.
