Safari and Google-like toolbars

I am working on a personal project, and I want to create a toolbar
in Safari, similar to the one Google provides for IE on Windows.
Is that possible within Safari? Or by somehow, in some fashion,
overriding the Cocoa classes that implement the toolbar?

(Yes, I am new to Cocoa, so this may well be an easily answered
question that I should have known better than to ask. If so, I
crave everyone's pardon.)
