Ron,

Have a look at the Tinted Image sample at

http://developer.apple.com/samplecode/Sample_Code/Cocoa/Tinted_Image.htm

Drop your bitmap image into the image well, and see which compositing mode gets you the effect you want. Off the top of my head, you probably want the Source Over mode.
