This thread is running as soon as you have a control in the key window
with the blue "pulsating" appearance - most often the default button
(the one that is activated when you hit the return key). There is no
public way to turn it off, besides making sure that you don't use such
a control - but that's probably hurting your users more than the
performance hit.
