There are people who don't like to be negative and/or who see bug reporting as "complaining". There are people who have some incorrect mental model of the computer and think that the bug is their fault. There are people who are struggling with using the computer and don't want to look stupid by reporting the bug and then finding out that it's their fault. There are people who think that someone else will report the bug. There are people who are using an old version and assume the bug has been fixed already. There are people who expect programs to be buggy. There are people who only find features that they are looking for, and would therefore only look for a bug reporting mechanism if they know it's there. There are people who don't trust the reporting mechanism to not send personal information about them. There are people who just don't give a damn.

I work on an application that has many shortcomings because of the project's tight budget. It's amazing how many people don't complain about it. On the other hand, there are some people who complain all the time about it. I'm not sure which is worse.
