No: it can't switch without being restarted.
Yes: you can specify the language you want for a specific application
and this settings can be different than the one set in the Internation
PrefPane. To do this you can launch the application from the
command-line and set its defaults to use the Language you want.
Maybe: Maybe the solution in "Yes" is a solution for you: restart the
application from itself, maybe not.
