refreshing the table of content

sorry for cross posting but it seem like any of those list might hold the response to my question

What is a sure way that does not involve deleting files from the user hard drive of refreshing the help at installation time (using package maker).

right now i'm adding keys to the help viewer preference file that reference my help but it does not seem to always work.
How can one force the help viewer to update this thing at install time so that the user can consult the help even before the software is launched for the first time.
