Yes. The Mac OS X Software Licence Agreement:
"2. Permitted License Uses and Restrictions.
A. This License allows you to install and use one copy of the Apple
Software on a single _Apple-labeled_ computer at a time. [...]"
I don't know if Apple grants other licenses to it's OS, but I doubt it.
